The invention discloses a seepage well permeation increasing device and an implementation method thereof. The seepage well permeation increasing device mainly comprises a handheld electric drill, a guide pipe inserted into a shaft and a spring. One end of the spring is connected with the handheld electric drill, the other end of the spring penetrates through the guide pipe to be connected with the upper guide head, and the bottom of the guide pipe is provided with a 90-degree corner. During use, the guide head is mounted at one end of the spring and extends into the guide pipe to extend out of the corner end of the guide pipe, then the guide pipe is attached to a water seepage well wall, the corner end of the guide pipe is in contact with the well bottom, and the guide head is in contact with the well wall; when water is accumulated at the water seepage well mouth, the handheld electric drill is started to provide torque for the spring, so that the spring twists in the guide pipe to drive the guide head to drill into soil around the well wall and disturb or destroy the soil structure, pore gas sealed by water is discharged to the ground along the spring, the flowability of water in a soil layer is enhanced, and the water seepage amount of the seepage well is increased.
