Comprising the following steps: a, firstly, weighing a corresponding RAP material and supplementing new mineral aggregate according to a grading condition for later use; b, taking a certain amount of a regenerant and matrix asphalt in a flowing state, putting the regenerant and the matrix asphalt in the flowing state into a stirring cylinder, and uniformly stirring until normal-temperature fluidity is achieved to obtain regenerated and reduced asphalt for later use; c, quantitative RAP material and supplementary new mineral aggregate in the step a are taken according to the gradation condition, placed in a normal-temperature asphalt mixture mixing pot and stirred and mixed uniformly; d, supplementing quantitative mineral powder according to the grading condition, adding the mineral powder into the asphalt mixture mixing pot, and uniformly stirring and mixing; and e, according to the required asphalt-aggregate ratio, adding the regenerated asphalt prepared in the step b into an asphalt mixture mixing pot according to the supplement amount of the asphalt-aggregate ratio, adding dichloromethane at the same time, and uniformly stirring and mixing to obtain the asphalt regenerated mixture.
