The invention relates to an ecological enclosure device for restoring and reconstructing submerged plants, which is used for being arranged in a water area and comprises a wave-dissipating filtering enclosure and a wave-dissipating purifying module, the wave-dissipating filtering enclosure forms a closed area by itself or forms a closed area together with the shore of the water area, and the wave-dissipating purifying module is arranged in the closed area.
