Comprising a horizontal drainage plate, a conductive plastic drainage plate, a vacuum channel branch pipe, a vacuum channel main pipe, a direct-current power supply, a vacuum pump and a sealing film, the horizontal drainage plates are laid in deep soft soil in a layered mode, connected with the vacuum channel branch pipes through the connectors and then connected to the vacuum channel main pipe. The conductive plastic drainage plate is vertically driven into the upper soft soil and connected to the positive electrode and the negative electrode of the direct-current power source through metal wires, the top end of the conductive plastic drainage plate is connected with the vacuum channel main pipe through a connector and further connected into the vacuum pump, and the upper portion of the conductive plastic drainage plate is further covered with a sealing film. The method has the advantages of an electroosmosis method and a horizontal drainage plate drainage method, the bending problem of a plastic drainage plate is avoided, the drainage consolidation rate of soft soil can be effectively increased, and the deep soft soil reinforcement effect is remarkably improved.
