The invention discloses a road slope anchoring and reinforcing device which comprises a reinforcing plate, an anchor rod is mounted on the reinforcing plate, a rotating shaft is mounted on the anchor rod, a first mounting block is slidably arranged on the anchor rod, a drill bit is mounted on the first mounting block, and a fastening mechanism is arranged on the anchor rod. The fastening mechanism comprises two pull rods hinged to the first mounting block. Through mutual cooperation of the first mounting block and the pull rod, on the basis of utilizing the self weight of the anchor rod and friction force between the anchor rod and a soil layer, component force is increased through the supporting rod, the probability that the anchor rod is loosened is reduced, a reinforcing plate of the anchoring and reinforcing device is not prone to being separated from the surface of the soil layer, and therefore the protection effect of the anchoring and reinforcing device on a slope is guaranteed; and through mutual cooperation of a first gear and a second gear, when the drill bit is damaged, the drill bit can be rapidly replaced, operation is quite easy, and therefore development of slope protection work is facilitated.
