The invention relates to a driving anti-falling device for lifting of a building climbing frame and a lifting system.The driving anti-falling device comprises a rack, a climbing device and an anti-falling assembly, the rack is vertically installed on a wall, the outer side of the climbing device is connected with the building climbing frame, and the inner side of the climbing device is meshed with the rack and moves up and down along the rack; the anti-falling assembly comprises a limiting stop block, an anti-falling block, a first gear and a second gear, the anti-falling block is installed on the climbing device through a first pin shaft and can rotate around the first pin shaft, the first gear and the second gear are installed on the climbing device through a second pin shaft, the first gear is meshed with the rack, the second gear is located at the lower end of the anti-falling block, and the limiting stop block is located between the second gear and the anti-falling block. The anti-falling block is provided with anti-falling teeth matched with the second gear, and the anti-falling teeth incline in the direction away from the first pin shaft. When the building climbing frame falls, the anti-falling teeth are clamped on the second gear, the second gear stops rotating, the first gear coaxial with the second gear is clamped on the rack, the climbing frame stops falling, and the safety requirement for falling of the building climbing frame is met.
