The invention provides a rainwater collecting and irrigating device. The rainwater collecting and irrigating device comprises a rainwater collecting funnel, a water collecting tank and an embedded cylinder which are sequentially communicated from top to bottom; the rainwater collecting funnel comprises a funnel body, a filtering assembly and a guide pipe communicated with the bottom of the funnel body, the bottom of the guide pipe is inserted into a water inlet in the top of the water collecting tank, the filtering assembly is rotatably installed in the funnel body, and the flow of the guide pipe is adjusted through rotation of the filtering assembly; the embedded cylinder is connected to the bottom of the water collecting tank and communicated with the water collecting tank, and in actual use, the filtering assembly can filter large impurities such as grass leaves and tree leaves, and normal collection and circulation of rainwater are guaranteed; secondly, the gravity center of the whole device is centered, so that the device is more stable in actual use, and inclination in heavy rain weather is avoided; in addition, the flow at the bottom of the rainwater collecting funnel can be conveniently controlled, so that the rainwater irrigation time is adjusted.
