The invention discloses a construction method for a shallow layer of a deep soft foundation low embankment, which comprises the following steps: when the filling height of the embankment is in a range of 0-0.5 m, a replacement filling method is adopted for treatment, and the treatment widths of the two sides of the embankment are at least respectively increased by 2.0 m; when the filling height of the embankment ranges from 0.5 m to 2.0 m, cement mixing piles are adopted for treatment, and the treatment widths of the two sides of the embankment are at least increased by 2.0 m to 1.0 m respectively; when the filling height of the embankment ranges from 2.0 m to 3.0 m, CFG pile treatment is adopted, and the treatment widths of the two sides of the embankment are at least increased by 1.5 m to 1.0 m. For the low embankment condition, a deep soft foundation low embankment shallow layer treatment scheme is adopted, damage to the roadbed soil body structure is reduced, and then the purposes of reducing the settlement amount and reducing settlement earthwork are achieved.
