The invention discloses a staged tensioning drawing instrument which comprises a pressurizing device, a shunting device and a tensioning device, one end of the shunting device is connected with the pressurizing device, and the other end of the shunting device is connected with the tensioning device; the tensioning device comprises a large oil cylinder and a tensioning bin. More than two tensioning bins are arranged in the large oil cylinder; the oil cylinder of each tensioning bin is communicated with the large oil cylinder through an oil inlet valve, and the groove of each tensioning bin is communicated with the flow dividing device. An anchor plate and a lower limiting plate are sequentially arranged at the lower end of each tensioning bin from bottom to top. An upper limiting plate is arranged at the upper end of each tensioning bin, and the upper limiting plates are connected with the sliding blocks of the tensioning bins; the diameters of the through holes in the anchor plate, the lower limiting plate and the upper limiting plate are the same; and buckle structures are arranged at the through holes of the anchor plate and the upper limiting plate. The invention further provides a grading tensioning method. According to the tensioning device, steel strands with different tensioning forces can be tensioned step by step and then synchronously tensioned to the same tensioning force, and the phenomenon of rollback cannot occur after tensioning is completed.
