The invention relates to the field of civil engineering, and discloses a concrete-filled steel tube column with a steel waist ring plate and a construction method.The concrete-filled steel tube column with the steel waist ring plate comprises a steel tube and concrete, the steel tube is provided with the steel waist ring plate, and a through cavity is formed in the center area of the steel waist ring plate; and the concrete is poured in the steel pipe and the through cavity. According to the construction method provided by the invention, the steel waist ring plate transversely penetrates through the steel pipe and is connected with the steel pipe through a flange connection method or a groove welding seam; a through cavity is formed in the middle of the steel waist annular plate so as to guarantee the integrality of concrete pouring. The steel waist ring plate provided by the invention can effectively restrain the lateral deformation of the steel pipe and the concrete, and improves the bearing capacity and the anti-seismic ductility of the concrete filled steel tubular column.
