The invention relates to a snow melting pavement structure and a construction method thereof. The snow melting pavement structure comprises a first concrete surface layer formed on a foundation through pouring; the plurality of carbon nanotube films are laid on the first concrete surface layer at intervals and are electrically connected with the power supply; the second concrete surface layer is formed on the top of the first concrete surface layer in a pouring mode, the multiple carbon nano tube films are arranged between the first concrete surface layer and the second concrete surface layer in a clamped mode, and ice and snow on the top of the second concrete surface layer are melted through heating of the carbon nano tube films. The problem that snow melting of the cement concrete pavement is difficult is solved, snow melting is achieved through external input energy, the snow melting efficiency is improved on the premise that the service life of the pavement is guaranteed, the device can be suitable for the cement concrete pavement, and normal operation of traffic can be guaranteed.
