The invention provides a siltation promotion repair device and method for a local scour pit, and the device comprises a skeleton which is arranged around a pile pier, and the inner ring of the skeleton is fixed on the pile pier; the fixing device is used for fixing the framework and the bottom bed around the pile pier; the floating body is arranged on the framework and used for providing buoyancy for the framework; the net-shaped component is arranged on the framework and completely covers a pit opening of the scouring pit, so that the resistance of subsurface flow and vortex motion around the pile pier is increased, the water flow intensity below the net-shaped component is weakened, the sand carrying capacity of the water flow below the net-shaped component is reduced, and coming sand rapidly falls below a net through net holes of the net-shaped component to be deposited; and the net-shaped component is in a neutral buoyancy state in water. According to the invention, the source of scouring is fundamentally eliminated, the harm caused by scouring is avoided, the installation difficulty is reduced, and the construction cost is greatly reduced; the underwater weight of the device is light, the load acting on a pile pier and other foundations cannot be obviously increased, and therefore the requirement for the bearing capacity of a foundation does not need to be increased.
