The steel water collecting and sealing device comprises a steel cylinder, a water sealing ring, a water inlet hole, a PE ball valve and a lifting hook, the total height of the steel cylinder is H, and the water sealing ring is arranged at the position 1/6 H below the opening edge of the steel cylinder; the water inlet holes are intensively formed in one side of the lower half portion of the steel cylinder, and the PE ball valves are arranged in the water inlet holes. The water inlet holes are intensively formed in one side of the lower half part of the steel cylinder and are staggered in order, so that underground water can uniformly enter the steel cylinder, the influence on the stability of the device due to water flow movement is avoided, and the ball valve can be prevented from being damaged when a water pump enters and exits; the method is low in cost, convenient in material obtaining and simple to operate, and is very beneficial to civil engineering with abundant foundation groundwater, especially hydraulic engineering.
