The speed controller is used for fixing a safety belt of an operator. The auxiliary frame body, the wall plate or the equipment is lifted or descended through the electric device, so that the auxiliary frame body, the wall plate or the equipment can be automatically lifted to a target position without manual dragging. In order to ensure safe operation of the operator, a speed controller can be arranged to protect the personal safety of the operator during operation, namely the operator can be fixed more firmly through a safety belt.
