The power head is arranged on the stand column guide rail; a rod locking block of an output sleeve of the power head is matched with rod locking parts of the polished drill rod group and the stirring drill rod group; and the adjusting oil cylinder is operated to move the moving frame of the top pulley yoke. The construction method using the static root drilling pile planting construction equipment comprises the steps of assembling the pile frame and the drilling machine, controlling pipeline connection, drilling downwards by the drilling machine to cut a soil body, lifting, grouting and stirring by the drilling machine, planting a precast pile, forming a hole, curing, forming the pile and the like.
