The floating breakwater has buoyancy and floats on the water surface close to a river bank; the windproof belt is an emergent aquatic plant planted on the floating breakwater; the plurality of separation nets are suspended at the bottom of the floating breakwater, and the plurality of separation nets are arranged at intervals in the direction facing the shoreside; the fixing piece is used for fixing the floating breakwater so that the floating breakwater can be kept stable on the water surface. The method has the advantages that the construction difficulty and the construction cost are reduced, and the influence on benthic organisms is reduced.
