The water permeable plate comprises a base layer and a facing layer, the base layer comprises a base layer framework and a base layer main body material; the base layer framework comprises an annular frame and a plurality of hollow stand columns arranged in the annular frame. And the base layer main body material is filled among the plurality of hollow upright posts. The facing layer and the base layer are arranged in a stacked mode and cover ports of the multiple hollow stand columns. And the facing layer is provided with a plurality of micropores. Through the arrangement, most pollutants are isolated by the facing layer, and the facing layer is combined with a large-aperture pipe penetration mode of the base layer, so that the problems of blockage of the water penetration holes and attenuation of the water penetration performance are effectively solved.
