By means of the method, accumulated water outside the cable well can be effectively prevented from permeating into the well, the well is kept in a dry state for a long time, underground water and rainwater are isolated from the well chamber, and therefore the situation that a large amount of water is stored in the well chamber to affect use of insulated cables and firmness of the concrete ground is avoided, and construction quality and safety are improved.
