The invention provides a catchment infiltrating irrigation system and method for strengthening ecological restoration of a reverse slope, the catchment infiltrating irrigation system comprises a first hanging net fixed on the slope surface of the reverse slope through a locking plate, and the first hanging net is fixedly provided with a second hanging net through adjustors which are arranged in a multi-row and multi-column staggered manner; a gap is reserved between the first hanging net and the second hanging net, and the gap is filled with a substrate layer beneficial to stabilizing plant growth; and a seepage pipe is pre-buried in the substrate layer. The water-collecting infiltrating irrigation system can play a role in intercepting and collecting water, so that the flow path of water in soil is increased, and the water and soil loss speed is reduced; and the stability of the reverse slope base material can be enhanced, and the problems of falling and displacement of the base material are solved.
