The polycarboxylic acid concrete water reducing agent comprises the following raw materials: unsaturated polyoxyethylene ether, a polymeric monomer, an initiator and a chain transfer agent, the polymeric monomer comprises a first monomer and a second monomer; the first monomer comprises a combination of acrylic acid, sodium allylsulfonate and isobutylene alcohol; the second monomer includes a combination of hydroxyethyl methylacrylate, hydroxypropyl acrylate, and 2-ethylhexyl acrylate. According to the polycarboxylic acid concrete water reducing agent, the first monomer and the second monomer which are specifically combined are selected, so that the polycarboxylic acid concrete water reducing agent is small in mixing amount, high in water reducing rate, capable of improving the flowability of cement paste and prolonging the setting time, small in slump loss, high in concrete compression resistance, appropriate in gas content, simple in preparation process and suitable for industrial production.
