The invention discloses a cover-excavation top-down method permanent steel pipe column positioning verticality adjusting system which comprises a tool section, a positioning platform, a positioning mechanism, a cross sight bead plate, a laser positioning instrument and a controller, the upper end of the tool section extends out of a pile hole, the lower end of the tool section is connected with the upper end of a steel pipe of a steel pipe column, and the lower end of the steel pipe is inserted into a cast-in-situ bored pile at the bottom; the positioning platform is rectangular and fixed to the horizontal ground on the periphery of a pile hole, the positioning platform and the pile hole are coaxially arranged, and the lower end of the tool section exceeds the top of the positioning platform. The multiple sets of positioning mechanisms are arranged between the inner edge of the positioning platform and the tool section in the circumferential direction at intervals, and the driving ends of the positioning mechanisms make contact with the outer circumferential face of the tool section.
