The invention discloses a small watershed river regulation ecological system restoration device which comprises a support structure and an ecological restoration device, and the support structure is provided with a supporting plate, a first connecting rod, a fixing column, a sleeve, a plug pin, a second connecting rod, a rotating shaft, a fixing rod, a fixing ring and an inserting rod. The ecological restoration device comprises a bottom plate, a fixing frame, a grass seed placing box, a positioning plate, a spherical groove and a round hole; the invention further relates to an ecological system restoration technology, according to the technology, sludge in a river channel is fished and stacked into a river channel bank protection dam, a support structure and an ecological restoration device are placed on the sludge dam, grass seeds and shrub seeds in the ecological restoration device are utilized, and a soil biological system formed by lawns, shrubs and soil is formed; the restoration of a small river channel ecological system is realized. According to the remediation device and method, the impact of organic matter on rivers and lakes can be reduced, the eutrophication degree is reduced, and a place for fishes and shrimps to inhabit in the rivers can be provided.
