The invention discloses a cable pay-off method which comprises the following steps: S1, mounting a winding drum to be unwound on a working arm assembly of a cable pay-off device; the winding drum to be unwound is lifted to the cable unwinding device through multi-degree-of-freedom swing of the working arm assembly, the labor intensity can be reduced, the cable unwinding device in the step S2 drives the winding drum to walk to achieve cable unwinding, the problems caused by cooperation of manpower and a tractor and the like are avoided, and the cable laying efficiency can be greatly improved. The invention further discloses a cable laying device, the cable laying device is used for achieving the cable laying method, and the cable laying device comprises a walking assembly and a working arm assembly; the working arm assembly comprises a swinging arm, a lifting arm, a first telescopic piece and a second telescopic piece; according to the invention, the driving force is provided through the first telescopic piece and the second telescopic piece, so that the swinging arm and the lifting arm act in a combined manner, the heavy-weight winding drum is mounted on the walking assembly, and the problems of complicated mounting of the winding drum and high labor intensity are avoided.
