The invention relates to a pier stud-cross beam-capping beam integrated public rail double-layer viaduct and a construction method. The construction method comprises the following steps: mounting an embedded adjusting bracket; hoisting a first section reinforcement cage of the pier column; pouring a bearing platform; pouring a lower pier column; the lower pier column and the track cross beam are integrally poured; pouring an upper pier column; and the upper pier column and the cover beam are integrally poured. The method has the beneficial effects that the mounting precision of the bottom of the first section reinforcement cage of the pier column is improved by pre-embedding the adjusting bracket, the #-shaped steel fixing frame and the positioning steel plate; the slurry leakage phenomenon of pier column concrete pouring is reduced through the sponge strips; the steel hoop is mounted on the steel pipe column through the bolt, so that the diagonal bracing connection efficiency between the column and the steel pipe is improved, and the damage of a welding joint to the steel pipe is reduced; a formwork supporting system composed of the steel pipe stand columns, the bailey beams, the formwork supporting trusses and the formworks is adopted to conduct formwork supporting on a rail cross beam and a cover beam, and traffic influences on an existing road are avoided. The pier column, the cross beam and the cover beam are integrally poured, seamless and durable.
