The invention discloses an early-strength soil curing agent and a preparation method thereof. The early-strength soil curing agent comprises the following components in percentage by mass: 40%-60% of steel slag, 10%-30% of cement, 5%-25% of filler, 5%-20% of alkaline waste residue, 0%-13% of phosphogypsum and 0%-1% of water reducing agent. The industrial wastes such as the steel slag and the phosphogypsum are used as raw materials to replace a cement curing agent to be applied to foundation reinforcement, so that the unconfined compressive strength of the reinforced soil is improved, the problem of low utilization rate of the industrial wastes is solved, the environmental protection is facilitated, and the economic benefit is obvious.
