The invention discloses a faucet control device and method and a faucet. The faucet control device according to the present invention comprises: an input unit through which a user sets a desired amount and a desired temperature of discharged water; a first water amount sensor and a second water amount sensor respectively measuring the amount of hot water and cold water supplied from the hot water pipe and the cold water pipe; a first temperature sensor and a second temperature sensor that measure temperatures of the hot water and the cold water supplied from the hot water pipe and the cold water pipe, respectively; a heating water tank having a heater therein to primarily heat the hot water supplied from the heat pipe and store the heated hot water; the third temperature sensor is used for measuring the temperature of water in the heating water tank; a direct hot water supply pipe for outputting the hot water supplied from the hot water pipe; an electronic valve for selectively mixing and discharging the heated hot water input from the heated water tank, the hot water input from the direct hot water supply pipe, and the cold water input from the cold water pipe; whether a heater arranged in the heating water tank is driven or not is controlled based on the water temperature in the heating water tank, and the opening degree of an electronic valve is controlled so that the water amount and the temperature of outlet water can become the target water amount and the target temperature which are set corresponding to the expected water amount and the expected temperature of the outlet water set by a user.
