The technical problems of environmental pollution and resource waste caused by disordered discharge of the PAC water purifying agent waste residues and ecological environment deterioration and resource waste caused by large cement consumption in the ultra-high performance concrete in the prior art are solved, and efficient utilization of the PAC water purifying agent waste residues and the rice hull ash is achieved. The ultra-high performance concrete is low in energy consumption, low in carbon emission and low in cost, and the technical effects of excellent performance and small shrinkage of the concrete are ensured.
