The invention discloses a tamping device and a tamping wagon, and the tamping device comprises a transverse movement guide mechanism which is used for being arranged on a wagon body; the multiple tamping frames are sequentially arranged on the transverse movement guide mechanism, and each tamping frame is provided with a tamping assembly; and each driving mechanism is connected to one tamping frame and used for driving the tamping frame to move along the transverse movement guide mechanism. On the basis that the line precision requirement is met, the manual requirement is reduced, the labor intensity and the cost are reduced, and the operation efficiency and the operation precision are improved.
