According to the highway bridge anti-collision device, a worm drives a worm gear connected in a meshed mode to rotate, then a lead screw rotates, a movable plate on the outer side of the lead screw ascends, a plurality of universal wheels are retracted into a base, the base makes contact with the ground, and therefore the base can move in a telescopic mode; and water is injected into the water tank in the base through the water inlet valve from the external water pipe to increase the weight, so that the weight of the base is kept, the base is more stable, water is discharged through the water outlet valve when disassembly is needed in the later period, and therefore the base is convenient to transport and operate.
