The invention provides an opening degree limiting device and a door and window. The opening degree limiting device comprises a supporting rod, a clamping and receiving component, a full-opening mechanism and a half-opening mechanism. The clamping and receiving part is mounted on the other one of the opening frame and the window sash, is positioned below the sliding part, and is provided with a clamping part; the sliding part is driven to move downwards, the sliding part overcomes the elastic force of the force application mechanism and moves in the direction away from the guide groove, the opening end of the guide groove is opened, and when the sliding part moves downwards to the returning position, the sliding part is connected with the clamping part in a clamped mode. According to the invention, a mounting hole in the prior art does not need to be formed in the open frame or the window sash, so that air can be prevented from leaking into a room from the mounting hole; the opening degree limiting device is arranged in the profile cavity of the door and window, and when the window sash is in a closed state, the clamping and receiving component cannot be seen, so that components on the surface of the window sash are simpler.
