The invention relates to the field of runway materials, and particularly discloses a breathable polyurethane runway surface layer and a construction process. The foam material is prepared from the following raw materials in parts by weight: 40-50 parts of polyether polyol, 30-40 parts of an isocyanate tripolymer, 10-20 parts of a diluent, 20-30 parts of calcium carbonate, 10-20 parts of polyacrylonitrile fibers, 5-8 parts of color paste, 1-3 parts of a catalyst, 3-8 parts of a foaming agent and 1-5 parts of a foam stabilizer. The breathable polyurethane runway surface layer provided by the invention has excellent breathability and strength.
