A bottom cushion layer is laid in the supporting frame body, an anti-seepage layer is laid on the upper surface of the bottom cushion layer, a gravel layer is laid on the upper surface of the anti-seepage layer, a filler layer is laid on the gravel layer, a soil layer is laid on the filler layer, concrete is laid on the soil layer, and delayed coagulation soil prefabricated pipes are put into the soil layer for pouring to form a reinforced concrete layer; the cross movable frame comprises a supporting frame body and reinforcing plates arranged on the two sides of the supporting frame body in a relatively rotating mode, a driving mechanism used for driving the reinforcing plates to rotate is arranged in the supporting frame body, and the cross movable frame is used for bearing and dispersing stress and can drive the reinforcing plates to rotate to reinforce a base layer material in the supporting frame body at the same time; therefore, the compactness of each layer of base material in the supporting frame body is higher, and the phenomenon of collapse of the road surface can be effectively avoided.
