A bearing is welded and fixed to each of the two ends of a fixing base plate of the intelligent car stopping device for roadside parking, a rotating shaft is installed between the two bearings, a lifting baffle is fixedly installed on the rotating shaft through a screw, a bearing shell is fixed to the bearings in a sealed and waterproof mode through bolts, and a round hole is cut in the vortex box side of the fixing base plate; a closed cylindrical motor box is welded to the side, close to the ground, of a round hole in a sealed mode, a motor penetrates into the motor box and is fixed to a motor base through bolts, the motor base is fixed to the position of the round hole of the motor box of the fixed base plate in a sealed mode, a rotating shaft of the motor is connected with a turbine in a vortex box, and the turbine in the vortex box is rotationally connected with a worm in a 90-degree meshing mode. A worm of the vortex box extends out of the motor box and is tightly connected with the rotating shaft through a screw, the turbine penetrates into the motor box and is firmly connected with the motor shaft through a screw to form a transmission mechanism of the car arrester, and a power line of the power source is electrically connected with the motor and the composite detector to form a power loop of the intelligent car arrester.
