The device comprises a bottom plate, two side plates and a top plate, first filling grooves which are evenly distributed are formed in the two sides of the bottom plate and the two sides of the top plate correspondingly, second filling grooves are formed in the two sides of the two side plates correspondingly, and a first splicing mechanism is arranged between the bottom plate and the two side plates; grouting materials are injected into the first grouting sleeves, then the side plates are hoisted through a crane, the second reinforcing steel bars on the lower end faces of the side plates are inserted into the first grouting sleeves, after the grouting materials in the first grouting sleeves are solidified, the side plates and the bottom plate are assembled, the grouting materials are injected into the second grouting sleeves, then the top plate is hoisted through an external crane, and the top plate and the bottom plate are assembled. And the fourth steel bars are inserted into the second grouting sleeves, and after the grouting materials in the second grouting sleeves are completely dried, splicing of the top plate and the two side plates is completed, so that splicing of the bottom plate, the side plates and the top plate is conveniently achieved, and then the convenience of splicing the bottom plate, the side plates and the top plate is effectively improved.
