The invention provides a pile leg inertia reduction device for an offshore platform and the offshore platform. The pile leg inertia reducing and removing device comprises a connecting cross brace, a connecting stand column and a vibration reducing component, the connecting cross brace is fixedly connected between adjacent pile legs, the connecting stand column is fixedly connected between the connecting cross brace and a platform body of the offshore platform, the connecting cross brace and the connecting stand column each comprise a plurality of split blocks which are connected in a telescopic mode, and the vibration reducing component is fixedly connected between the split blocks. The vibration reduction components are arranged between the split blocks or between part of the split blocks. The offshore platform comprises a platform body, four pile legs arranged at the four corners of the platform body, four pile fixing chambers arranged at the connecting positions of the platform body and the pile legs and the pile leg inertia reducing devices, and the four sets of inertia reducing devices are arranged between the adjacent pile legs respectively and located above the pile fixing chambers. The device has the advantages that swing of the pile legs and stress concentration of the pile fixing chamber are reduced, and the safety of the offshore platform is guaranteed.
