The coulter (100) is movably connected to the coulter mounting frame (200). Before construction, according to ocean routing survey data, the type and the distribution range of seabed geology are determined, the shear resistance values at different depths are determined, and then the number, the distribution positions and the nozzle calibers of high-pressure water nozzles (105) on a coulter (100) are reasonably adjusted to reasonably distribute the jet water flow strength and the flow of different depth areas on the coulter (100).
