The invention provides a seawater and sea sand reinforced concrete member based on double intervention and a preparation method thereof.The reinforced concrete member comprises a fiber reinforced cement base plate folded into a U shape, at least one layer of continuous conductive carbon fiber cloth is arranged in the fiber reinforced cement base plate, the conductive carbon fiber cloth is in a circular arc shape at the U-shaped corner, and the conductive carbon fiber cloth is arranged in the fiber reinforced cement base plate. The cement base at the U-shaped corner is vacant; a U-shaped cavity of the fiber reinforced cement base plate is filled with concrete, a reinforcement cage or a plurality of steel bars are embedded in the concrete, and the reinforcement cage or the steel bars extend out of the concrete and are used for being electrically connected with a negative electrode of a power source. And the continuous conductive carbon fiber cloth extends out of the outer side of the cement base plate and is electrically connected with a positive electrode of a power supply. By the adoption of the technical scheme, corrosion of the steel bars can be delayed from the inside, the strength and durability of the structure can be improved from the outside, the mechanical property and durability of the reinforced concrete structure are effectively improved, and the service life of the reinforced concrete structure is effectively prolonged.
