The invention discloses a high-speed railway embankment anti-seepage structure using a capillary isolation layer. The capillary isolation layer is arranged between a foundation bed surface layer and a foundation bed bottom layer of an embankment; the capillary isolation layer comprises a fine aggregate layer, a three-cloth two-film layer and a coarse aggregate layer from top to bottom; the fine aggregate layer is composed of sandy soil, the coarse aggregate layer is composed of gravel and construction waste, and recycling of the construction waste is beneficial to efficient utilization of resources and sustainable development of the environment. The capillary isolation layer is simple in structure and low in cost, the anti-seepage effect of the capillary isolation layer can be brought into full play, permeation of rainwater to the foundation bed bottom layer of the high-speed railway embankment is effectively controlled, and therefore the purposes of controlling settlement of the high-speed railway embankment and maintaining long-term durability and stability of the embankment are achieved.
