The invention relates to a device and a system for detecting a road surface condition and a method for detecting a road surface condition by using the device and the system, wherein the road surface condition is determined by means of a sound signal. The apparatus for detecting a road surface condition according to the present invention comprises: a sensor unit which is mounted on a road and measures a sound signal generated according to movement of a moving body on the road; and a control unit that distinguishes the sound signal measured by the sensor unit as normal or abnormal, and in the event of an abnormality, determines a road surface condition including at least one of rainfall (wet), freezing (freezing), muddy, and accumulated snow (snowy), a rapid and accurate action corresponding to a road surface condition of a specific road section can be taken from a remote position.
