By means of the transport ship, the large floating crane ship and the small engineering ship, special transportation, hoisting and penetration of the suction bucket jacket and use of the small engineering ship are achieved, the large floating crane ship can be quickly liberated, the standby time of the large floating crane ship is shortened, the utilization rate of the large floating crane ship is increased, and the cost is reduced. And the suction bucket jacket can be quickly and safely mounted in batches, and the overall construction cost is greatly reduced due to the low requirement and low cost of a small engineering ship.
