The preparation method comprises the following steps: uniformly mixing a part of inorganic materials in a dry stirring manner, uniformly dispersing fibers, magnesium phosphate whiskers, a carbon quantum dot solution, an ethylene-vinyl acetate copolymer emulsion, a water reducing agent and a water repellent with water, and mixing dry powder with a mixed solution again; the porosity of the cured mortar can be reduced, the cured mortar is smooth and uniform in surface and high in particle density, the impermeability of the cured mortar is improved, the waterproof performance of the mortar is improved, the ductility, crack resistance and strength of the mortar are enhanced, and the mechanical property is stable.
