The invention relates to a steep slope water and soil conservation ecological restoration system and method. The system comprises a plastic-coated flexible active protection inner net, an ecological rod water retention layer, a plastic-coated flexible active protection outer net, a matrix nutrition layer, a seed surface layer, shrub seedlings, a plant fiber blanket layer and a rainwater collection and utilization irrigation system which are fixedly laid on the surface of a steep slope. A steep slope water and soil conservation ecological restoration method is adopted; by the adoption of the system, the water-retaining property of the steep slope, the attachment success rate of all structures and the survival rate of slope plants are improved, and the utilization rate of water resources is increased; according to the method, the water-retaining property and the anti-scouring property of the system are improved; the survival suitability of plants on the side slope is improved; the plant survival rate is improved.
