The invention relates to the technical field of offshore wind power, in particular to an offshore wind power cylindrical foundation and a construction method of the offshore wind power cylindrical foundation. The offshore wind power barrel-shaped foundation comprises a negative pressure barrel, a transition section and a center pile, the negative pressure barrel is hollow, the bottom of the negative pressure barrel is provided with an opening communicating the outside with the inner space of the negative pressure barrel, the transition section is coaxially arranged on the top of the negative pressure barrel, and the top of the transition section communicates with the bottom of the negative pressure barrel to form a penetration hole; the center pile is matched with the penetration hole in an inserted mode, a water pumping opening communicated with a water pump is formed in the top of the negative pressure cylinder, and the top of the transition section is connected with the bottom of a fan unit tower cylinder. According to the offshore wind power barrel-shaped foundation, a large part of bearing capacity is additionally provided through interaction of the center pile and the soil body, and the negative pressure barrel and the center pile are connected into a whole and jointly stressed, so that the structural bearing capacity is met, the system engineering amount is saved, and the requirements for manufacturing, transportation and installation are greatly reduced.
