The invention discloses a power transmission tower rock negative Poisson's ratio anchor rod foundation reinforcing structure and a construction method thereof, and the reinforcing structure comprises a concrete foundation which is poured on a rock foundation and is used for bearing a power transmission tower leg; the anchor rod reinforcing group is used for anchoring the concrete foundation on the rock foundation, and the anchor rod reinforcing group comprises a plurality of NPR anchor rods; the foundation bolts are used for fixing the tower legs of the power transmission tower on the concrete foundation; the NPR anchor rod comprises a rod body and a sleeve, one end of the rod body is an anchoring end anchored in a rock foundation, a cone is arranged at the other end of the rod body, the rod body is sleeved with the sleeve, and a containing cavity used for containing the cone is formed in the sleeve. The cone extrudes the inner wall of the containing cavity so that the sleeve can expand and deform in the radial direction. According to the NPR anchor rod, most of material deformation is converted into structural deformation, namely relative displacement between the cone and the sleeve, and the phenomenon that a power transmission tower is damaged due to material failure can be effectively avoided.
