According to the concealed installation water outlet control device and the water outlet device, cement can be prevented from entering a shell in the installation process, parts in the shell are effectively protected, the parts can be replaced without smashing a wall during follow-up inspection and maintenance, and convenience is achieved. The concealed water outlet control device comprises a shell which is arranged to be partially buried in a mounting carrier; the water control device is mounted on the shell, and the water control device comprises a water passing main body; the shell is provided with a partition plate, and the partition plate divides the inner space of the shell into a first area used for installing the water passing body and a second area used for installing the control valve. The first area is at least partially located in the mounting carrier, and the end, away from the partition plate, of the second area is closed; the partition plate is provided with an avoiding hole communicating with the first area and the second area so that the water passing body can be connected with the control valve.
