The noctilucent decorative plate structurally comprises a base plate, a pattern layer, a wear-resistant noctilucent layer and a scratch-resistant layer from bottom to top in sequence, the wear-resistant noctilucent layer is prepared from UV wear-resistant paint mixed with noctilucent powder according to the dosage of 70-150g/m < 2 >; the size of the noctilucent powder is 120 to 140 meshes; the mass ratio of the noctilucent powder to the UV wear-resistant coating is 1: 10; the manufacturing method of the noctilucent decorative plate comprises the steps that firstly, the pattern layer is manufactured on the base plate; then, the surface of the pattern layer is coated with UV wear-resistant paint mixed with noctilucent powder, and the dosage of the UV wear-resistant paint is 70-150 g/m < 2 >; then, a mercury lamp light source ultraviolet lamp is used for irradiation curing, and the light energy is adjusted to 240-280 mJ; the wear-resistant noctilucent layer is prepared; and finally, manufacturing a scratch-resistant layer on the surface of the wear-resistant noctilucent layer. According to the technical scheme, the light-emitting decorative plate has the light-emitting characteristic on the basis of ensuring the wear resistance.
