The invention relates to a resin cement-based plugging agent for plugging a cement annulus crack outside a pipe. The resin cement-based plugging agent comprises the following components in percentage by mass: 55.4-62.1% of cement; 1.65%-1.78% of a dispersing agent; 0.33%-0.52% of a retarder; 2.4% to 10.25% of resin; 0.65%-2.42% of a curing agent; and the balance of water. The invention also provides a preparation method of the resin cement-based plugging agent. According to the plugging agent provided by the invention, the resin and the curing agent are firstly fully mixed and then added into the cement paste base fluid, so that the integrity and the cross-linking and curing capability of a resin gel system in the cement paste base fluid are ensured, a compact three-dimensional network interpenetrating system is formed through cross-linking and curing, and a formed cured product has better strength than the cement paste plugging agent; toughness and durability.
