The invention relates to the field of railway maintenance equipment, in particular to a tamping device and tamping equipment. The tamping device comprises a box body, a vibrating mechanism, a vibrating pickaxe arm, a clamping oil cylinder and a clamping pickaxe arm, the upper end of the vibrating pickaxe arm is in transmission connection with the vibrating mechanism, the lower end of the vibrating pickaxe arm is used for being fixedly connected with the tamping pickaxe, the vibrating pickaxe arm is used for generating vibration under driving of the vibrating mechanism, the middle of the clamping pickaxe arm is hinged to the box body, and one end of the clamping oil cylinder is hinged to the box body. The upper end of the clamping pickaxe arm is hinged to the end, away from the box body, of the clamping oil cylinder, the lower end of the clamping pickaxe arm is hinged to the middle of the vibration pickaxe arm, and the clamping pickaxe arm is used for swinging in a reciprocating mode under driving of the clamping oil cylinder so as to drive the vibration pickaxe arm to conduct clamping. Radial vibration borne by the clamping oil cylinder can be reduced, so that oil leakage caused by damage of the clamping oil cylinder due to radial force is improved, and normal use of the tamping device and tamping equipment is guaranteed.
