The high-pressure flushing device comprises a connecting base used for being connected with a road sweeper body, a connecting rod assembly, a first control assembly, a second control assembly and a high-pressure water spraying assembly used for being connected with a water tank of the road sweeper, and one end of the connecting rod assembly is connected with the connecting base; the other end of the connecting rod assembly is connected with the first control assembly; the first control assembly is connected with the high-pressure water spraying assembly; the second control assembly is arranged between the connecting rod assembly and the connecting base. The invention further discloses the road sweeper. According to the high-pressure flushing device, different high-pressure water flow flushing impact angles can be matched according to different flushing requirements, the removal effect is more obvious, the collection range is larger, and the efficiency is higher.
