The invention discloses a fixed connecting device and method for a vertical pipe and a transverse pipe of an insulating scaffold. Two opposite through holes are drilled in the peripheral wall of the insulating vertical pipe; the two insulating bushings are used for being fixedly connected with the two through holes respectively, and openings are formed in the peripheral walls of the two insulating bushings; the two ends of the insulation three-way joint are used for being sleeved into the insulation vertical pipe, a guide groove of the insulation three-way joint is fixedly attached to guide bosses of two insulation bushings fixedly connected with the two through holes respectively, and the circumferential wall between the two ends of the insulation three-way joint is provided with two penetrating openings right opposite to the two openings respectively. The other end of the insulation tee joint is used for being connected with an insulation transverse pipe. The insulation pin is used for connecting the opening and the penetrating opening which are opposite to each other in a pin joint mode, the structure is simple and practical, installation is convenient, production efficiency is improved, glue is prevented from being used for bonding, the falling danger caused by glue aging failure is prevented, and pollution to the environment due to the fact that chemical glue is used is avoided.
